The Government Marine Surveyor is
the Principal Adviser to the Government on all
technical matters relating to shipping, and the
importance of his position should be acknowledged,
as increased responsibility has been placed upon
him consequent on our recognition by the Board of
Trade, and the growth of this Port which now ranks
as third in the world.
A Principal District Officer of the
Board of Trade who is the Surveyor in charge of a
port area such as Southampton, Liverpool, Glasgow,
or Newcastle (all, it should be observed, smaller than Hong Kong) is in receipt of a salary of £700
to 800 excluding cost of living bonus and we humbly
submit to Your Lyrdship that the duties and respons-
ibilities that devolve upon The Government Marine
Surveyor of Hong Kong are much more onerous than
those required from the above officers at Home, and
we would submit that the figures previously suggest-
ed by us for the post viz.1200 -1450 be recons-
idered, and a salary commensurate with the magnitude
of the appointment be awarded.
The Government Marine Surveyor is
assisted by a staff of thirteen surveyors, who,
after passing an examination at the Board of Trade,
London, are recognised as being fully qualified to
perform the duties a definite condition laid
down by the Board of Trade and under which our
foreign going Passenger Certificate is being accepted
by the Authorities in the United Kingdom as equal to their own, and recognised as such throughout the
world/
